2013 Legislative/Social Policy Agenda


The NASW Illinois Chapter's 2013 Legislative/Social Policy Agenda was approved the NASW Illinois Chapter Board of Directors on Friday, November 2, 2012. The agenda will guide the chapter legislative and policy advocacy work during the coming year.

2013 Legislative/Social Policy Agenda

  • NASW Illinois will continue to work towards a comprehensive solution to the state budget crisis by actively supporting the identification of new revenues that address the state’s structural budget deficit—including a fair and graduated income tax— to support a thriving human services infrastructure to meet the needs of the state’s most vulnerable residents in the short-term and long-term. The chapter will also advocate for prompt payment to providers including the backlog in payments.
  • NASW Illinois will support Illinois’ implementation of the Affordable Care Act (ACA) and the role social workers can play in it.
  • NASW Illinois will continue working towards establishing the rules process for PA 95-518, the social work Medicaid reimbursement law, which will enable mental health services to be more readily available on a community level, and how this will fit into the Medicaid reform laws adopted by the Illinois General Assembly in 2011, PA 96-1501.
  • NASW Illinois will advocate for fair and equitable insurance reimbursement rates for licensed clinical social workers.
  • NASW Illinois will strengthen the Social Work Licensure Act by advocating for two proposed rule changes (recommended by the NASW Illinois Chapter’s Licensure Task Force) regarding the addition of cultural competence training to be required in the thirty CEU requirements, as well as a cap on online CEUs. 
  • NASW Illinois will advance social work safety legislation, as exists in several other states, for state-employed and state-contracted social workers.
  • NASW Illinois will advocate for clarification for social workers with criminal backgrounds who are applying for licensure.
  • NASW Illinois will work to promote the hiring of social workers and advocate for the role of the social work profession in the human services sector in Illinois.
  • NASW Illinois will closely monitor, review, and support (when deemed appropriate) initiatives to eliminate or reduce poverty in Illinois.
  • NASW Illinois will advocate for providing quality mental health service to reduce rates of recidivism, re-entry, and incarceration. 
  • NASW Illinois will address the staggering amount of student debt amongst social work graduates and work to enhance forms loan forgiveness for emerging social work professionals. 
  • NASW Illinois will advocate for adequate levels and types of school social work services on the basis of comprehensive needs assessment data and ensure manageable school social worker to student ratios per NASW Standards for School Social Work Services
  • NASW Illinois will promote awareness and advocacy to end human trafficking and slavery in Illinois. 

The NASW Illinois Chapter is guided by the policy statements that appear in Social Work Speaks 2012–2015 in its advocacy efforts. NASW’s Delegate Assembly, a national body of 300 professional social workers, meets every three years to develop Social Work Speaks policy statements. These ongoing initiatives include among advocacy areas:

  • Promoting the hiring of social workers and advocating for the role of the social work profession in the human service sector in Illinois.
  • Monitoring, reviewing and supporting initiatives to eliminate or reduce poverty in Illinois.
